-Special committees, such as the Bylaws Committee, will have duties and functions assigned to them as created.  These committees may be appointed by the Chairman as deemed necessary or as the Commission may, from time to time, direct. 

-Members of special committees may be Commissioners, their proxies, or others (when appropriate).
