Description and Primary Responsibilities:

-The Program and Finance Committee is composed of at least three Commissioners, or their duly appointed proxies, and the Chairman of the Technical Committee, the Executive Director and the Treasurer as ex officio non-voting members. 

-It shall review the Commission's programs and shall make recommendations with respect to the annual operating budget of the Commission. 

-It shall prepare (for the Commission's ratification and submission to the Governors of the signatory states for approval) the amount of appropriations necessary to be made by the states to carry on the work and objectives of the Commission.
